Question on Order/L2 Montage window

Hello Im trying top understand what it means on the order/L2 window when there is no "S" next to the Bid/Ask spread. Please see screenshot where its circled in red. I understand that having an "S" means its shortable and "SSR" means short selling restriction. But what does it mean if there's no symbol? Can it still be shorted? It appears to be as far as I can tell. Can

If there is no S then it means it is not shortable.

If you are able to short somehow then this is an error from the platform or broker.

There's a way to short using the Short Locate feature if there isn't an S, but it is associated with fees I am not familiar with.
