Do you pay more commissions/fees (DAS/IB) if you partial out a lot, or is it computed strictly on the amount of shares traded?

Yes, you pay more commissions to your broker (not DAS) with more partials, every entry /add/ partial / exit is a ticket and you pay per ticket. See IB commissions here (notice they have 2 commissions structures, tiered and fixed).
