Latency issues with offshore brokers?

Hi all.  I'm located in California and I'm wondering if there are latency issues with using offshore brokers.  I know some of them use IB as a clearing house, so would that mean my latency would be the same as if I used IB or does my transaction go through the offshore brokerage then to IB?  In other words, is there a larger delay in transaction speed if using an offshore broker?
